NASA prepares twin spacecraft for crash landing

Ebb and Flow, two spacecraft that have been investigating the moon's gravitational field, will end their existence by smashing into the moon's north pole next week. The event is not likely to be visible from Earth, but the?Lunar Reconnaissance Orbiter?may catch a glimpse. ? ?

Just don't expect to see celestial fireworks. Next week's impact near the moon's north pole by the washing machine-sized spacecraft won't carve a gaping crater or kick up a lot of debris. And it'll be dark when it happens.

"We are not expecting a big flash or a big explosion" that will be visible from Earth, said mission chief scientist Maria Zuber of the Massachusetts Institute of Technology.

Still, it'll mark a violent end to a successful mission that has produced the most high-resolution gravity maps of Earth's closest neighbor. On Friday, engineers will turn off the science instruments in preparation for Monday's finale.

Previous unmanned trips to the moon have studied its lumpy gravitational field, but Ebb and Flow are the first ones dedicated to this goal. Since entering orbit over New Year's weekend, the formation-flying spacecraft have peered past the craggy surface into the interior.

Initially, the spacecraft flew about 35 miles (56 kilometers) above the surface and later dropped down to 14 miles (22 kilometers). About an hour before Monday's impact, they will fire their engines until they run out of fuel and slam at 3,800 mph (6,115 kph) into a predetermined target ? a mountain near the north pole that's far away from the Apollo landing sites.

Ebb will hit first followed by Flow 20 seconds later. Though the drama won't be visible from Earth, the Lunar Reconnaissance Orbiter will fly over the crash site afterward and attempt to spot them.

The last time?NASA?aimed at the moon was in 2009. The world watched through telescopes and over the Internet as a spacecraft and its booster rocket smashed into a permanently shadowed crater ? a one-two punch that fizzled when spectators saw little more than a fuzzy white flash.

The mission's end will also mark the close of a student campaign that used cameras aboard the spacecraft to image lunar targets including on the moon's far side. The MoonKAM project was spearheaded by a science education company founded by Sally Ride, the first American woman in space. Ride died of pancreatic cancer in July at age 61.

Even after Ebb and Flow complete their mission, scientists will continue to pore over the bounty of data they collected.

Among their findings so far: The moon is more beat up than previously imagined. The crust is much thinner than thought. And there's no evidence that Earth once had two moons that collided to form the one we see in the night sky.

Its creator, Dan Russell-Pinson, considered making the 99-cent app better by adding a feature to allow children to play online against one another. But with the Federal Trade Commission issuing more stringent online child privacy rules, he's not even pursuing the idea.

"It would require all kinds of data sharing," said Russell-Pinson, the founder and sole employee of Freecloud Design in Charlotte, N.C. "I would be kind of afraid to do that."

The software industry is bracing for new regulations that it says will stifle creativity and saddle small businesses with legal and technical costs to ensure their cellphone apps don't run afoul of the rules. The changes, which the FTC is expected to approve this week, would update a 14-year-old law prohibiting the collection of personal information from preteens. It raises these questions: What is the value of a child's privacy on the Internet, and who should pay for it?

Businesses said they fear that under the trade commission's proposal, routine transfers of data that pose no threat to a child's safety will be treated the same as the improper gathering of information that can be used to create detailed user profiles that are highly valued by advertisers. Responsible software developers will err on the side of caution and the result will be less kid-friendly content available on the Internet, they said.

The FTC's chairman, Jon Leibowitz, defended the government's approach. "When you are talking about children, you have to give the benefit of the doubt to privacy," he said last week on Capitol Hill.

The cost of the changes to developers just selling educational apps for kids on Apple's iTunes store could be as high as $271 million ? nearly 100 times what the FTC has projected for all the businesses it expects to be newly covered, according to the Association for Competitive Technology, a Washington-based trade group that represents small and midsize software development companies. The FTC's estimate is "laughable," said Morgan Reed, the group's executive director.

An outlay of several thousand dollars to design the required privacy policy for an app is small change for larger, established companies. But for the bulk of developers, that's a lot of money. Most have only a few employees and operate on tight profit margins, Reed said.

Russell-Pinson said he can afford the expense now. But two years ago, when he was starting his business, he would have been in a real bind. "I didn't even make $10,000 on my first three apps," he said.

The FTC has imposed steep fines on companies that have violated the current law, the 1998 Children's Online Privacy Protection Act. In a 2011 case, a mobile apps developer, W3 Innovations, paid $50,000 to settle charges it illegally collected and stored the email addresses of preteens that downloaded apps called "Emily's Girl World" and "Emily's Dress Up."

The technological shift from desk-bound personal computers to wireless devices is driving the FTC's push for major revisions to the law, known as COPPA. It was written before an era of cellphones and tablets loaded with apps that can be designed to siphon up a person's precise location and other personal data highly valued by advertisers and data brokers.

The push for tougher online safeguards is supported by parents concerned about the abundance of apps and the easy access kids have to them. But parents can be a first line of defense, said Leticia Barr, a former schoolteacher who runs the website Tech Savvy Mama. Barr also works as a social media consultant to Location Labs, a provider of mobile safety apps to wireless carriers, and she is occasionally paid by other app developers to review their products.

Before Barr allows her two young children to use an app, she tests it thoroughly so she knows whether it can collect data or contains advertising that might be inappropriate for kids. "That's just my personal policy, just as I wouldn't send them over to a stranger's house to play," Barr said.

The FTC's proposed changes prohibit the use of behavioral marketing techniques that target children. The revisions also would expand the definition of personal information to include the location data that comes from a cellphone or tablet, the device's unique identification number and data-tracking files known as "cookies."

As evidence for what it said was the need for updated rules, the FTC announced last week it was investigating an unspecified number of app developers which may have violated the law by gathering information from kids without their parent's consent. The agency examined 400 apps directed at kids that it purchased from Apple's iTunes store and Google's apps store, Google Play. The majority failed to inform parents about the types of data the app could gather and who could access it, the FTC said. The agency did not name the companies or say how many it was investigating.

The co-founder of Launchpad Toys in San Francisco, Andy Russell, said he adheres to the current law and supports more stringent privacy protections for preteens. Russell has eight employees, but his apps business is financed with venture capital and isn't yet profitable. Spending money to ensure he meets the new privacy requirements means it will take him that much longer to get into the black.

"I can't speak for other developers, but I think there are a lot of people out there who would say: 'You know what, that's OK. I'm just going to fold up shop,'" Russell said.

Under the proposed changes, permission from the parent of a preteen must be verifiable. Russell said that requirement alone could pose a major hurdle. What will qualify as proof that the consent is legitimate? A driver's license number? A form that is signed and faxed by a parent?

"Nobody uses a fax machine anymore," Russell said. "Verification is a wonderful thing. But to date there just hasn't been a good way to do so."

The need to balance the impact of regulations against their value to the public has long caused conflict between the private sector and policymakers in Washington. The topic of this debate, kids' privacy, has forced app developers and industry representatives to walk a fine line to avoid being seen as insensitive to an issue parents care deeply about.

The FTC has estimated that 500 existing operators of websites and online services and 125 newly formed businesses would be covered by the rule changes. The overall expense for legal and technical fees to meet the new requirements will be $2.7 million, the agency said. That works out to $9,420 for a new business, and just over $3,000 for an existing one, according to the agency's figures.

But costs for new and existing operators will probably be the same, said the Association for Competitive Technology's Reed. Building the required privacy standards into an app already in the market is usually more expensive that adding those features from the start, he said.

Can President Morsi contain the escalating crisis?

Egyptian President Mohammad Morsi is clearly walking a tightrope. The first democratically elected leader of the population-wise largest Arab nation -- that also wields considerable political influence regionally and internationally -- is on a slippery ground.

Just within less than six months of his rule, President Morsi is on a collision course with the opposition. Indications are that the escalating crisis over the new constitution of the country may throw the president in a deeper crisis, threatening his political future unless he succeeds in defusing the growing tension.

It is a fast-developing situation; the opposition demonstrators are clamouring for the annulment of the "decrees" that have granted the president enormous powers. His critics are also opposing tooth and nail a referendum on December 15 that the government is seeking to legitimize a hastily approved constitution by the constituent assembly, dominated by Morsi's Islamic supporters.

The relatively secular opposition parties feel that the president is going back on his promise about strengthening democratic institutions of Egypt and is, instead, grabbing too much authority through the "decrees" which they see as "dictatorial". But the government appears unbending despite growing protests. Consequently, the country is on the threshold of a deeper crisis.

Egypt saw political turmoil and mayhem not long ago when long-time autocrat Hosni Mubarak was forced to quit power by a mass movement, now an elected leader -- rather unfortunately -- faces a critical condition of political survival within a very short period of time.

But Morsi is himself to blame for this unexpected development as he had no business to rush in, with the measures that he has taken and that too through a procedure that evidently lacks in democratic credentials. Why did the Islamist president need to promulgate "decrees" for concentration of so much of power in his own hand in country that has gone through glorious transformation towards a pluralistic society? It was early last year that a new chapter had ushered in, in the "Land of Nile" with the fall of Hosne Mubarak, who ruled the country with iron-fist policies, finally being toppled by the people's power.

Morsi won a hard-fought election and he needs to deliver what he promised to the Egyptian people; the expectations are quite high from him. The first elected leader was faring well when he vowed to stamp out corruption from the government and also got rid of some powerful military personnel from the administration as democracy was strengthened. He also successfully brokered the ceasefire, in consultation with the United States, between Israel and the Palestinians in Gaza.

President Morsi's steadfast support for the Palestinians -- a departure from the Mubark-era -- also earned him great admiration. He sent his prime minister to the Gaza strip in the midst of the Israeli air attack in a daring demonstration of unqualified support for the people of Palestine. All these augured well for the US-educated professional engineer, who was in jail for being the leader of the Islamic "Muslim Brotherhood" that was outlawed by fallen dictator Mubarak.

But Mohammad Morsi miscalculated the mood of the Egyptian people as he sought to rush through his "agenda" by promulgation of the "decrees" and this has split the nation. A secular leader and former chief of the United Nations nuclear watchdog, Mohammad El-Baradi says that the president is increasingly becoming an "autocrat" that bodes ill for the country. True, there is little scope to support Morsi's recent steps that contradict the democratic principles and more importantly, no such needs really arose to do what he had done and he can still go ahead with his agenda following a democratically accepted procedure. He should not have moved in haste, showing any aggressive posture and that too within a short period of time of the landmark changes in Egypt.

The "Tahrir Square", the symbolic site of the recent revolution, is once again bristling with the protestors. Clashes among the supporters and opponents of Morsi are also taking place near the presidential palace. Indeed, things are moving in a dangerous manner.

The government is hell-bent upon staging the referendum on December 15 on the new constitution while the opposition is equally determined to resist it. Morsi's offer for dialogue has been spurned by the opponents, compounding further complexities of the situation.

Some analysts fear about army intervention and this, if that happens, would definitely put the clock in the reverse direction in a country that has made too great a sacrifice for democracy. Time is not yet lost for a reconciliation and the initiative has to come from the government to break the stand-off.

For the opposition, it must not allow a situation to snowball to a problem of any severe proportion that would not help the cause of democracy and people's interest. Besides, Israel and several other countries are simply waiting in the wings to watch Egypt plunge into a deeper crisis. All concerned in the Egyptian tangle must take their broader national interest into consideration, jettisoning stubbornness and intransigence that can bring no good for this largest Arab country.

Humbug! Student government seeks to ban Salvation Army at Cal Berkeley

The student government at the University of California at Berkeley recently passed a resolution calling for a campus-wide ban on Salvation Army bell ringers and their red kettles this Christmas, Campus Reform reports.

The reason: Allegations of discrimination based on sexual orientation by the celebrated charitable organization could cause gay and lesbian students to take offense.

The lengthy Nov. 14 resolution, SB 176, asserts that ?Salvation Army church services, including charity services, are available only to people ?who accept and abide by the Salvation Army?s doctrine and discipline?, which excludes homosexuality.?

Other complaints in the resolution include the claim by gay rights activist Dan Savage that Salvation Army soup kitchens won?t serve gay couples simultaneously, and the charge that the charitable organization contributed to the death of a 47-year-old transgender woman in Texas by grouping her in a shelter full of men.

?Allowing the Salvation Army to collect donations on campus is a form of financial assistance that empowers the organization to spend the money it raises here in order to discriminate and advocate discrimination against queer people,? the resolution also asserts.

For its part, the Salvation Army categorically denied the allegations made by the UC Berkeley student council. In a statement to Campus Reform, Salvation Army spokesperson Kathy Lovin called the allegations ?internet rumors.?

?The notion that we require those we help to ?accept and abide by the Salvation Army?s doctrine and discipline which excludes homosexuality? to receive assistance is totally false,? Lovin said.

?The only requirement for service from The Salvation Army is demonstrated need and our ability to meet it,? she added.

A spokesperson for UC Berkeley told Campus Reform that the administration is reviewing the resolution, but declined to state whether The Salvation Army is currently banned from collecting donations on the prestigious public school?s campus.

The author of the resolution was Cal student Matthew Enger.

Campus Reform was unable to reach Enger. On his public Twitter account, though, he has previously attacked organizations for what he perceives as bias against gays.

He has tweeted, for example, that the Boy Scouts ?can go fuck themselves? for refusing to admit homosexuals, according to Campus Reform. In other tweets, he has reportedly said he ?hates the Republican Party? and hopes all conservatives move to other countries.

Why did America change its mind about legal marijuana?

A new poll says that 51 percent of Americans support legal marijuana for recreational use. This comes a month after two states became the first to do just that.?

According to a Quinnipiac Poll released Wednesday, 51 percent of voters support legalizing pot for recreational use, with 44 percent opposed. The poll continues an upward trend of acceptance, with legal pot breaking the 50 percent threshold in a Gallup poll last year. In 1969, support was only 12 percent.

The trend will likely test Congress. For now, federal law puts marijuana in the same class as heroin and cocaine, but evolving national opinion as well as the growing patchwork of recreational and medical marijuana laws in states nationwide could pressure Washington into a more nuanced position.

The dramatic change in public opinion, experts say, has been driven by pop culture and generational shifts, and also a simple reality. While pot is illegal, it is common at parties and concerts. And despite warnings from anti-drug warriors, its impact on society has not been seen as disastrous, they say. In other words, American's don't associate pot with images of junkies zonked out on street corners.

"If marijuana ever became completely legal, then it is likely that more people would use ? [and] it is also likely that some ill effects would occur from that use," writes Lance Dodes in Psychology Today. But "it is unlikely to catalyze a major shift away from current addictive use of alcohol or other compulsive behaviors, and it is unlikely that the total number of people with addictions will rise significantly."

In the eyes of many Americans, particularly in younger generations, the drug is now seen as being in the same class as beer. Some 69 percent of voters under age 29 support legalization, according to Quinnipiac.

"With the use of marijuana for medicinal purposes legal in about 20 states, and Washington and Colorado voting this November to legalize the drug for recreational use, American voters seem to have a more favorable opinion about this once-dreaded drug," Peter Brown, assistant director of the Quinnipiac University Polling Institute, told CBS News. "There are large differences on this question among the American people."

Though boosted by successes in Colorado and Washington, pro-marijuana advocates say their toughest challenge is convincing Congress and President Obama to declassify pot as a Schedule 1 drug ? or at least to ensure that Congress doesn't interfere with state experimentation on marijuana taxation. After all, Mr. Obama allowed his Justice Department to begin a crackdown on medical marijuana dispensaries despite a campaign promise to not do so.

?I can?t nullify congressional law," Obama explained in a Rolling Stone interview this summer. "I can?t ask the Justice Department to say, ?Ignore completely a federal law that?s on the books.? What I can say is, ?Use your prosecutorial discretion and properly prioritize your resources to go after things that are really doing folks damage.? As a consequence, there haven?t been prosecutions of users of marijuana for medical purposes.?

Congress signaled an unwillingness to change its stance this summer, when the House voted 262 to 163 to defeat a budget amendment aimed at barring the use of taxpayer money to prosecute medical marijuana cases.

Yet both Republicans and Democrats have found political footing on the pot issue in states. Chicago Mayor Rahm Emmanuel (D) switched his views on pot this summer by backing a decriminalization bill that was ultimately approved by the city council. And Republican lawmakers in New Hampshire led an effort to allow marijuana use for medical purposes, though the state's Democratic governor, John Lynch, vetoed the bill.

Such efforts, however, suggest that some "politicians and their political parties are finally beginning to embrace the potential power of the pro-pot vote," writes Paul Armentano on the progressive AlterNet website.

Fancy a Brazilian? ? Restaurant Review: Viva Brazil, Cardiff | Love ...

New restaurants come and (unfortunately) go in Cardiff all the time, but one that arrived recently and hasn?t failed to escape most people?s notice is Viva Brazil, with its prime location in the ground floor of the Maldron Hotel, right next door to the Central station. Viva Brazil is one of a small but growing chain of Brazilian Churrascarias ? which translates roughly from the Portugese as ?barbecue?. It certainly looks impressive from the outside, so we went along recently to see if it delivered the goods on the inside.

We started off in the bar, where a Brazilian style band was playing, and I had a couple of cocktails from their impressive selection of classics and innovations, including some tempting dessert cocktails and a diverse selection of Caipirinhas. Unfortunately my first impression wasn?t great ? although the coctkails were pretty good (especially the Pineapple and Cinnamon Mojito), the service was very, very slow. We ordered at the bar, and were told that if we sat down at one of the bar tables, our drinks would be brought over to us. It transpired that what this actually meant was ?stop standing over me so I can put off making your drink while I make up massive drinks orders for tables in the restaurant instead.? With both rounds of drinks that we ordered, Mr W was over half way through his glass of wine before my cocktail was brought over.

As far as food was concerned, I had little idea of what to expect, having not done my research beforehand! I have to confess to being a but put off when I found out that the concept of the Brazilian ?rodizio? is essentially an ?all you can eat? affair. Much as I love food, I dislike gluttony almost as much, and am not a fan of all you can eat buffets as I find seeing people with plates piled excessively high with food a bit of a turn off, and the same goes for decimated dishes of salad that have been hanging around for far too long. Fortunately, Viva Brazil has a bit of a twist to it, so although we went and helped ourselves initially to a selection from salads, bread, cold meats, cheeses, side dishes and stews from the central buffet area, or ?salad island?, the rest of the all you can eat event is served at your table.

In Viva Brazil, up to fifteen different meats are on offer, and diners are given a card to place on their table with either the green or red side uppermost, depending on whether they want more food to be brought to them. If you?re on green, then this signals to the ?passadors?, who continually do the rounds of the tables armed with various barbecued meats on skewers and a big knife, that they should stop by your table with whatever meat they have on offer. They?ll tell you what it is, and if you want some, they?ll carve it for you, and you grab a piece with the tongs on your table. All of the meats are listed on the menu card, and there are different pricing options depending on whether you have the full ?rodizio? (all the meats), just salad, or add fish to your meal. Lunch is ?13.95 per head for the full rodizio, dinner is ?23.95, and Sunday is ?19.95 but that includes desserts.

The food on the buffet was varied and very fresh. To be honest, I probably could have made a meal from that alone, but tried to be fairly conservative in my choices as I wanted to make the most of the meats on offer.

We managed to try a few different meats during our meal: gammon, a couple of cuts of steak (there are numerous different ones on the menu), lamb, Brazilian pork sausages and also pineapple were served at our table. All of the meat we tried was cooked very well, seemed exceptionally fresh (the good thing about this concept is that the food won?t be hanging around for long!) and seemed to be good quality. Other options on the menu included chicken hearts, chicken legs, yet more cuts of steak, pork and beef ribs.

I can see why this concept really appeals to many people. There?s the obvious attraction, for many, of the all you can eat idea ? one table next to ours had one diner who continued to say yes to every passing meat for a good half hour after his fellow diners had thrown in the towel, and a diner on the other side of us looked as if he was about to explode (admittedly, he may have looked like this when he arrived). Also, it?s a fun, sociable concept, and the place has a buzzing, bustling atmosphere as the staff constantly circulate with different meat.

For me, personally, it didn?t quite hit the mark, as it failed to tick many of the boxes for what I enjoy most about eating out: having my tastebuds tantalised by a tempting menu, waiting excitedly for my choice and enjoying beautiful presentation when the food arrives. It?s also pot luck as to whether a meat you particularly fancy happens to be passing your table when your card is on green, and if you?ve got a limited appetite, you don?t know whether to say no to some of the early options in case something better comes along later. Had I set my heart on, say, chicken hearts, I?d have been disappointed. Also, had I known I was going to be mostly eating lamb, beef and sausages, I perhaps would have opted for different side dishes from the salad island. Saying that, though, for what it is, it?s great and can?t be faulted (other than the slow service at the bar, which is the reason why it doesn?t get a better score for service ? the service at our table was excellent).

For the right occasion, I?d say give Viva Brazil a go. It?s essentially a ?novelty? concept (at least in Cardiff!) and has the potential to be good fun for a big group, especially if meat lovers, children, gluttons or fussy eaters are amongst you. I?ll be interested to see whether it?s still around in a few years? time, when, perhaps, the novelty may have worn off.
